With the growth of extremism in our country, we need judges that will be unflinching in protecting our rights as Pennsylvanians.
I made a lifelong commitment to public service. I have served twice in the Army, first as an enlisted Airborne Infantryman then as a Civil Affairs NCO in Iraq and a JAG officer in Afghanistan. Having seen both wars up close, I knew we needed to take every effort to support those who fought on behalf of our country.
That's why for the past 15 years, I have served as a municipal court judge in Philadelphia, helping thousands of Veterans who have strayed from the path earn second chances. Our holistic approach towards veterans in the criminal justice system has worked and we have been able to lower recidivism to less than 10%.

I'm running for Judge of Pennsylvania Superior Court because I believe that our courts must remain fair, transparent and deliver justice for everyone. I raised my right hand to defend and uphold the Constitution of the United States of America and the Constitution of the Commonwealth of Pennsylvania both as a soldier and as a jurist. These oaths guide my life and there is no end date to either.
A US Army All American with the 82nd Airborne, and now President Judge, Pat Dugan always leads from the front with heart and grit - that’s why he’s recognized as an innovative national leader for our justice system. |
Judge Dugan has the experience to uphold the Constitution, interpret the law fairly and objectively and serve as a guardian of our rights.
During his term as President Judge of the Philadelphia Municipal court, the court led the nation in diversion, innovation and reform initiatives. As a Superior Court Judge, he would continue his work and bring his empathy and knowledge to the second highest court in the Commonwealth. |
